I cannot find Skohar and have no idea where to start looking, can some one help me please?

You find him when Wendala visits Uba seeking help. Uba is the master who put Wendala through the blood assassin trial. He's locked in a cell in Uba's basement. You can free him after killing Uba. Not sure if you can return to Uba's place if you are already past that point.
