No Cindy in Rillia

I am absolutely positive that I donated $10,000 G to the Rillia counter, but when I visit it after killing the mosquito Cindy isn't there. (I've checked twice.)

Try adding different team members to your party, I'm looking for that answer too actually, I've played before but it's been awhile, I can't remember if you need someone specific in your party or if you need to equip something specific. The answer was in the forum before, I am looking for that too, let you know if I find it again.

The information I'm finding says after the mosquito and the fire, someone will say to Random maybe "You should check the counters" that's the cue for Cindy, hope it's right that's what I'm going to do( no special equipping needed)
