Lost underwater

My party of Wendala, Guanidia, Petula and Rosa are underwater for the third time, I believe, trying to turn on the switches at the underwater network. I count 4 switches in the walkthrough and that's how many I've done, but i don't get a quest complete and can't seem to leave the area for the next party's turn. Any ideas?

On Page 33 there is a color coded map with beige (light brown) colored squares around the switches that should be ‘on’. The image is a bit blurry, but will hopefully show you which ones. Notably the top-right room that has two switches, only the left switch should be ‘on’.
