Promote Marine and the others

I was able to get two promotions for Marine but cannot get any more. I have her at level 50 and still cannot get last promotion. Also, Martial arts first said level 30 went back and said cannot do anything til level 40 then went back and said not until level 50. The martial arts dude lied about level 30 and 40.

Can I get the last promotion for Marine? Is that a glitch too. Should I re download the game.

In fact the glitch (cuz there is one, albeit it has been corrected since then) works the other way around: you are supposed to be able to receive just one promotion.
