Lini told me the secret guild is somewhere in the Petro District. I've looked everywhere and can't find it. Wendie is currently kidnapped (want to get as much done as possible before moving the story on). Is this too soon to find it?

You can find the secret guild as soon as you get Wendala in chapter 10. It's a bit before entering the arena.
