Where can I find Oglong?

I searched at that place in Random's body. But all I found was a virus who says in the end that he loves his odor and after the fight nuthing happens and everybody gets back to normal without oglong
What am I missing ???

You need to talk to him multiple times (like 3 or 4). Each time, you must leave the screen. I did it in between blue hearts. Eventually he asks you to take him with you, and eventually you agree (and do so).

but why it was impossible to take him with Luci? He didn't reincarnate

I was able to take him with Luci. I equipped Luci such that her magicka and mind power was balanced out and high enough to give her Brilliant mind status. And as explained earlier made sure not to use her magicka at all during boss fight.

You need to speak to Oglong at-least thrice. First time Luci will say that he smells bad, after sometime ( exit the screen complete couple of other parts- I am not sure how important this is but this is how it worked for me) talk to him again and he will ask Luci to take him along and Luci will refuse and third time after completing all the blue hearts part and before boss fight, talk to him again and Luci will ask him to tag along.
