It said that I got Kondler map at port office, but it didn't appear in my inventory.
I am using 9/4 update.

I checked my inventory and I do not have one either. I remember visiting the port office too.

I didnt get the map added to my inventory either but I was able to move on to Kondler using the boat

yes just head to nahem's boat, which is the second bridge from the top.
