Blue chest in Mage's Guild

How do I open this chest- a quest from the Thieves' Guild- I have Cindy equipped with fast boots, and lighting speed and speed at 1361 Level 65 but still cannot open the chest- help please!!

1361 doesn't seem to be that high speed. Have you used Brussian's Werewolf Bite and Tarabulla's Energy Burn skills on her?
And Primo Hat helps thievery, too, if you have it.

Thanks - yes I now made her a lot higher and have got the chest opened.

You get a Magic Roll and 1g.
The main point of it, though, is to complete the quest so that you are given a lot of persuasion points and gold by the thief guild.
For info like that, you can check my walkthroughs. I think I was pretty thorough in describing exactly what was in every chest and what items can be found.
