A shapshifter.
The second character looks female with a very pert breast to the side but there is also what looks like short hairs on the chin and the belly.
I'm thinking the second character is the first character after a shape change.

Okay, I just finished playing MM2 (again) and noticed that Lord Dragon has a rather interesting hair pattern on the back of his neck, in addition to a really unfortunate faux-hawk situation on the top of his head. Of course, we haven't seen anything below his neck (which sounds kinkier than it should
), but could Lord Dragon possibly be behind Image #1? 
And for anyone who watches the Avatar cartoon series on Nick, Image #2 is obviously Jett.
