Jardel in Izuka?

Could you point me in right direction? I searched all map thoroughly and I can't find him

He's near the house surrounded by wooden posts. But whereabouts are you in the game? He's not there at the beginning, only after you have completed the House of Fear. I'm not sure how long he stays there, because I've always done him before going to Zander.

I just started new game. And I want to complete all quests 
Last time, I finished the game I had about 5/27 quests finished, so I follow the "Sidequests" topic.
