Yes I did, but I didn't write down what it was - it was a parchment, and it's the one with a Z in the name (I think) which is an all-party one.

Okay. I'll look what parchments with a "z" I have.

i dint get the arxisian machine before meeting zvadon at the arxisian fortress..is he a random encounter??

You should have got him, because he's an evented encounter. When you go down the stairs, he is in that bunch of guards blocking the way through. Perhaps you just didn't notice him. As the drop is random, you might have not taken much notice of him if you didn't get it.
