Wind elemental

No wind elemental in Reven Niega do I need something to trigger this quest

No. The elemental is in a part of the shrine next to 3 chests that need you to return and put one of the switches to off. I don't have the maps, so I'm having to go by memory, so this might not be accurate, but on the level where you get Stardust, you have to go all the way down to the bottom. If you go right it takes you to Stardust. If you go left, there's a small staircase up. The Elemental is there.

Make sure you haven't already gotten Stardust. When I played through a second time, i went and got Stardust immediately and then headed back to the Wind element. She wasn't there that time so I wasn't sure if that was related to me getting Stardust first or whether it was because I had entered the area, saw the Wind elemental and came back later.
