Could be either, that's one of the choices the developer makes. Though I think it's not set to 0 but starts off with a (low) random amount. I prefer having them saved for the next fight, but I know some players like the alternative as it means that you have to be even more strategic, and it also means that your very best (and therefore expensive) skills only become available in a long fight which they claim is more realistic. I don't go along with that myself, but I can see how it might appeal to some people.
