Any idea what quest #16 is????

Does it have to do with the shrine?

No, I don't think so. In the shrine you can just get rewards. It might be though that it affects the reward.
I really don't remember. I'll check out tomorrow. Although I'm pretty sure that Littlebro will be faster!

Well...hope it can be done in easy mode

I'm sure it can. I think none of the quests is mode-related.

After you have spoken to Fela's dad, the cut scene takes you outside the Council building. Go back in. In one of the rooms you will find the Archivist. He gives you the quest.

Leave the Shrine until as late as possible when you have completed all the quests because your rewards will be based on how you completed several of them.

Just saw that bit about modes. As far as I can see from queries from people who have done the game on easy, all quests are available to everyone.

Edit: Found out can still do it. Perfect timing cause already went to the shrine and going for the finale
