I talked to the dock master and he said I would have to wait for 2 ships, but said I could find a boat? Where?

When you are at the docks, go to the house at the very right. When you are inside, there is another door at the right of the room that will lead you to another room - a storage room, I think it was. That's where you will find a boy who will help you get a boat to get to where the pirates are.
