It is definitely Dylan that you need to speak to - I don't remember if he is a General or not (don't think so, but I can't be sure). If you picked the 'Never mind' option when you spoke to him, you are then given a choice about which relic he'll get for you.

Ah right i did wonder cos talking to him there was mention a relic but that he was working on it or something like that.I think i need to go back there after doing the ships grave yard.
