I really don't understand how this skill works or if it actually works ... so I use it out of combat - let's say on me then I fight and I just get the required experience plus 1 % ? Do I have to use it before ever fight in order to be active ? What if I activate it multiple times before a fight : lets say 5 times ... do I get 5 % experience now ?

I tried to use the calculator to see if it actually works and sometimes I just see the Minister makes double experience and sometimes he makes the same experience plus only a little or sometimes its the same .... I am totally confused.

You activate it once and then it works passively on all fights.
