For the life of me, I cannot find the circus whip - please help

At the first screen the ruins, there are 2 or 3 sets of stairs going up, don't exactly remember. Go up the right one to another screen. I think it's on that screen where you can walk right on yet another screen. And there are several open graves. In one of them is the whip.
