That's Sapphire from Pokemon Special/Pokemon Adventures - it's a Pokemon manga/comic based on the Pokemon games. It follows the order of the games.

Red, Green, Blue, Yellow -> Gold, Silver, Crystal -> Ruby, Sapphire -> LeafGreen, FireRed -> Emerald -> Diamond, Pearl

There's still doing the Diamond, Pearl stories. But it will be followed by the Platinum chapter then by HeartGold and SoulSilver.

You should try reading it some time, it's really great! The anime/cartoon is cool but this manga is the best, IMO.

EDIT:
Sapphire looks like a vampire, BTW, because she's a wild child. Ruby looks really stylish 'coz he's... um, well, 'sophisticated'.
