HOW DO YOU GET HIM TO OFFER THE FIRE & EARTH SWORDS?????

What are the parameters which cause him to either make the offer or not?
If I go earn some cash he doesn't offer them to me, no matter how many times I walk in & out of both the shop & Mt Zulle. If I don't go earn some cash he occasionally offers them to me while I can't afford it - and doesn't offer a second time.
How far away can I earn cash?
How long can I earn cash for?
Is it just there to tease and destroy the braincells of the lunatics who play this? (Yes me)

It might be he makes his offers only at a certain point of the game.
However, if I were you I wouldn't buy any of them right now. There's better stuff to come for free very soon and you'll get to buy those swords later in the game anyway.

This has been driving me nuts pretty much since I bought the game several years ago. I get obsessed with it.

If anyone knows the actual details, I'd LOVE to hear them please.
