Hm, have you triggered that quest yet?
But it's a girl who gives you that quest, and iirc her house is somewhere south. I think you must just go down from where you first entered Sankt Leona.
And the ribbon itself should be in a barrel at some headquarters. That's easy to find. I think it's right of the town entrance.

I hope that's right, it's been a while since I last played.
