Squid Bone Weapons Shop in Tyrine

I have played this game maybe 10 times. The guide shows the downstairs of the weapons shop where you buy the squid bone weapon, but there Is a guy who blocks the stairway down. How do you get past him? I've tried with and without Louis to no avail... any help anyone? Indinera?

In the original release, you were able to flirt with the guy and gain access to the basement. The 1.6-ish update incidentally removed this option, and did not replace it with any alternative as far as I am aware.
As we are well into the 2.0(?) or maybe even 3.0(?) version branch now; that is a relic of the past.
