SKILLS: EXPERT - MASTER - GURU
As you will see in the game, there are 3 levels of "expertise" your characters can reach in a skill.
Not all the characters can be Guru, or even Master, in all the skills.
Also, you have to be Expert to be able to become a Master, and Master to be able to become a Guru.
The effect of the skill is explained when you read its description (in the main menu, check "Skills")

It is necessary to be a Guru to learn Telekynesis?

You need to be Master Telekynesis to learn Guru Telekynesis.
