problem with butterflies

I have apparently caught 10 of 11 butterflies, but only 1 butterfly is still visible anywhere in the game. This is the butterfly on the rocky path in the lake with the boat. I tried for over 30 minutes to get this butterfly the first time I played and again this time and couldn't ever figure out how to get it. This wasn't much of a problem the first game, because I was able to catch 11 butterflies without it. But, it is a real problem this game, because I have been to all other 11 spots and I either have those butterflies, or no butterfly shows, though I only have 10 total butterflies. I would appreciate any advice on getting this butterfly or on why the other butterfly I don't have is not appearing for me. Yes, I am using the Myst Bag when I look for butterflies.

I restarted from the Sapphire Caves, and the butterfly at the Green Grass Shrine is the one that isn't appearing.
