So who are the other 4? And in LF it says:
15 Legendary Heroes!
While everyone found 17.They are:

To be fair, Louis is an extremely legendary hero. His presence alone in LF1 was worth 4 legendary heroes. Once you exclude Vanina, Marion, and Timbany, upon realizing that none of them are Legendary nor Heros; that explains the 17 you get.

And Louis's complete lack of presence in LF2 explains the deficiency there. You're not short four legendary heroes, you're just short Louis. He did make a cameo in the Fighter's Guild(?) though, so he was there; you just didn’t know it until today.
