I can't seem to get the axe of Justice with Petula
I have his resistence to 500 but I still cant get it

Off the top of my head, the requirement might be a smidgeon higher than just 500RS on Petula, or you might not be on the correct tile with the correct orientation facing the chest. It should call up a text box on either success or failure if you're lined up correctly.

Or, you might have an old version of the game. Some early versions had bugs with some of the Petula chests not working as intended, though I cannot recall that this particular chest was affected.
