I'm in desert of souls and i'm looking at the witch, but I can't go near her or talk to her?? Any sugestions?

Talk to her from the side. In front of her is a ramp. Go up it.

At the very bottom of your image, behind the metal post is a ramp.
You can't go up that ramp.
