Titanic and Daryl's card?

Daryl's the only one who can use the card, but he is not in my party, have I missed a step.

Yes I have the card in my items list and tried to use it with character but only Daryl can use it

If you have Cocka he'll not be in your active party when he joins. Press A to change the party.

Yes, press A and then you can switch him in.
