WHERE'S LILLY?

I've spent an entire day looking for Lilly and can't find her. I had no trouble beating Titanic on the first try but it seems the simple things in this game I have difficulty with. At present I'm on Warehouse C2 after finding Lilly's stuff. The guide says she's on the top floor. Could someone please tell me if this is the top floor or where the top floor is? Thanks so much.

Go to Daryl's office. Then go up - you're on the Institute entrance floor.
Go one up, you are in the floor with some good merchants (Air Bomb, Atomic Sword, etc.).
In the bottom middle of this floor, there is a stairs that takes you one more floor up, to the video game section (in LF1 or LF2 you could play the games).
Look for someone with pink coloured hair, that is Lilly.

i like it until after freeza though (cell fight is good too but wayyy too slow)
