When you go there to put in the Orbs for the gate to the Airport.
You don't have much choice for your party there, though. Luci and Random decide on the party pretty much without asking you

Basically, if you are levelling, best stick to the first time you go. That's when you have the maximum choice, and can "farm" the various zapoos.

Yeah wish I had known that. It is indeed best the very first time when random is the only required person, you can shoot up 3 people at a time to their 70s, do it twice, then switch to xander/guad to get 4 people at once.
