so I restarted the game and now I am in chapter 10 but I can't find Oxuralis when I go there with Wendala?
Is it something that is made available later in the game?

I think that the one you give to the mage guild is actually the one you find in the bag. at that point you haven't given it yet because xander's party has it. wait until everyone comes together and then check.

For me, it eventually appeared...it may be a late on occurance as you have to wait for them to finish their vacations.

I can confirm this. It appeared for me just before the Global Wars stage.
