Is there a list of which armors/items provide preemptive status to the wearer? I know about the legendra helmet, but would love to know of any others. Thanks.

Not that I’m aware of. Someone would need to manually scroll through the entire list of every piece of equipment to compile that.

From what I can find on the forums, preemptive+ is on the “Darkness Touch” weapon, the Legendra Helmet, and the Double Trion accessory. Regular Preemptive is on the Fighting Machine accessory and I imagine quite a few other pieces as well.
