I'm stuck at Metrolia/Metrolian wastelands. I've covered the entire area. Can't get to the dragon cave - its too high. Waltz won't take me back, says I need to talk to the officer. Can't find who this might be. Can someone help?

do u have sarah..? put her in your party and sarah will do it..
if u don't, u can finish it later..

The officer is Tori (?) at the counter. Talk to him to get the quest for the dragon, then go to the cave with Sarah to get the dragon, and finally go back and talk to Tori again to get a quest complete.

Sorry, Tori is in the guard camp, not the counter - explore the area to find him. The rightmost path on the first screen leads to him, if I remember correctly.
