i have gone to Leni several times and the map is just not there i only have the two islands how do i get the tower to show up?

I didn't get to the Legendra Tower until mid-way through Chapter 13 and then I was shown where to go by a guard at the Rillian outpost.
If you're not there yet, don't worry. It was so much easier going when I did. I got through it in one and gained all the goodies.
