All of there are dropped by monsters. I don't remember where exactly you can get Water crystals, but basically, the later in the game the better drop - so, if you don't have any of them in your inventary yet, you will need to wait until further levels.

Any water-based enemy will drop it, but like Tomas said, the later in the game the better the chance.
