Should there be a Quest #7 in Tabutu ?

I have Quests 5, 6, 8, 9 in my quest book all from Tabutu; methinks there should be a 7. Am I missing something ?

Any clues appreciated...

I was stuck on this one too. You need to find the guy in the basement in one of the houses in Tabutu. Make sure you activate this quest before finding Bear since I had to reload a previous save in order to get the quest.
