you will find the definite answer in MM4
there are plenty of reasons though - first of all she can't fight very well without her spells.
and it's a martial art tournament

but there is an "official" reason anyway (guess which ^^)

mystrock is a town of humans, not fairies, werewolves or mermaids (MM3 reference here) xD
