You should have got him a long time ago.

When you defeat the Empress in the Arxisian Fortress there is a chest in the SW corner of that room with a key in it. Take that key and return to the ground floor. In the SE corner there are some stairs. Go up. Follow the path round to a locked gate which the Arxisian Key opens. Continue along the path; heal up and save before entering the room at the top. In the dialogue, choose “one more word”. You then have 3 fights with guardians. At the end Nagram joins you.

I can't find a locked gate-I do have the Arxiasian key however

To find the area:

From the entrance of the Fortress go straight up to the top. Go right as far as you can and then down as far as you can and you come to the stairs. Go up them and follow the directions in my earlier post. If you come to an area with a different coloured floor, some flames, a big table and IIRC 3 large white symbols on the floor, but no Nagram, then it means you're too late. I have no idea if getting him is time limited as I got him straight away.
