Toshida at Nivkaden

Toshida is the old man who appears at the water's edge in Nivkaden to the right of where you land when you go back with Jordan. He has a boat, and like the the Captain in Fort Zenna says "I've heard you were travelers", but goes no further. Does anyone know if he can be activated to do anything?
