Elven hunting horn

I am in the watchtower, and know that I am supposed to blow a horn to start the hunting. Where should I have found this horn?

For me it was a random drop from Raflesia in Elvenia.

I also got it has a drop the second time around.

The first time I bought it at a shop in Windheim.
