Where can I find the letter in Hallmark? I did see one in the waters in the sewers of the prision, but couldn't get near it.
Is that the letter? Or is there another one somewhere?

I went down the ladder, couldn't reach it, then exited the screen, came back in, couldn't reach it, exited the screen....I kept doing this and finally I was able to grab it. Not sure if going down the ladder is needed, but it worked for me.
