How to activate quest 7

Following what i read on the forum i must supposely speak with someone in Loxton inn to activate the quest but i see nobody there. When i want to enter the house a little higher from the inn game says "The door is locked. You assume the man must be in the inn again". Hard to assume such a thing as i never speaked to him.
And in vineyard farmer only says he has no time speaking with casual visitors.

You need to speak to the man in the inn before returning to Eshley.
You need to speak to him twice.
If you have not spoken to him, all that the farmer says is that he has no time to speak to casual visitors.
The bit of dialogue on the door has now been corrected in the latest upload.

It seems i missed the guy. I will see that during my next play.
I have another question. I looked through my quest list and realised i have no quest 9. Is it another time sensitive quest ?

It is part of quest 7. Think of it as a sub quest. So if you don't get #7 then you don't get #9 either.
