you need to activate quest #7 first. #9 is a sub-quest of #7.
edit: if you've activated #7, then go to the herbalist. she gives you #9.

just make sure you look for the secret rooms #9 & #10. That's the only chance you'll get as you'll move on and won't be returning there.
