Where can I find the soldiers wife to deliver the letter ?

It has been a little bit since I have played it, but I think she was in the Eshley Main Square area.

No luck finding her there

She is there, near grandpa, unless you have left it until after you have slept in the inn following your first interview with Tyler, i.e. before going to the Strategy Room.

The logic of that is that by the morning she will have heard the news, along with everyone else, and so will be with her children.

By the way, this is quest 8. Quest 3 is something very different. I assume that your topic title was just a typo, but I'm mentioning it in case anyone who wants to know about the real Quest #3 ever reads this thread and is confused.
