Could someone please tell me where I need to go to deliver the soldier's letter?

I think I'm pretty much at the end, so not sure whether I can go back and do it. I thought I'd spoken to everyone, but obviously missed somebody

It looks as though there is a set window that she's there for and I missed it. I found her in a much earlier save, but don't fancy replaying all that again.

Ah well, I'll have one missed quest then, this time through.
