i am before the last fight. i went to Dillen and he told me it is no yet arrived or something..

i saw in the guide that you need to go there before the last fight. why cant i get it?

You did initiate this before going to the Ship's Graveyard?
The things you can collect after fights in the dungeon before going up to the final fight are the Perfect Bullet, and the reward for slaying all 4 dragons. I could be wrong, but I think you can get the axe before this point.
