You need to buy them the first time you enter port town.
When you return (with Genevieve), the sign will be gone, so she won't be selling them anymore. The latest version of the game has that.

Depending on where you are in the game, you can't access the secret hideout yet.

i had checked every poster and the hidden one in the secret room* the one with the exact location)..i found the spark and got the dialogue indicating that the hideout is somewhere there..but it was never approachable..after i got penelope andwent back for the airship, the spark was gone..no more location! +::cry

Karim's Hideout has to be completed before entering the elven forest, so if you have Penelope, you no longer have that quest.

found it defeated Karim and went back for reward now cannot find anything to give to inn lady for confirmation that he is dead- where or what do I have to find

If you got into the second secret room in Genevieve's shack, you will have found the scroll which enables her to make her contact lenses. Use it.
Return to the Hideout. Use the contact lenses (if you haven't already done so) by selecting them from Key Items.
(You might have to go to leave again, can't remember)
Anyway, proceed through the map and when you come to a bridge, Karim's wife automatically appears.
Follow the dialogue. You receive stuff.
Return to the Inn and speak to the innkeeper.
