If you equip items that increase hit rate .... does it affect hit rate that reduce your hit rate when you use them like Busho's rain of hits ? It says on the skill that it has 72% hit rate .... so if I increase hit rate via items - does it increase on the skill too ?

It's normal hits he does so I'd say yes.
