It is unclear from the quest description if this orc hunts down vulnerable people in the forest or in the mountain ...so that I know where to search for him .

It's in the Forest, and it will find you. Assuming you've a decent'ish amount of gold, that is.
Be warned - he ambushes you immediately after you've fought a very tough fight, so you need to finish that one in decent shape.
My memory is that you only meet him when you come back down with Penelope.

What if it don't attack you? i had not enough gold? How many do i need and will it attack when i come back with enough gold?
