From my experience, technics are mastered after 60 uses. A mastered technic (be it skill or spell) is more powerful than a non-powerful one. This may be going from the unmastered single enemy attack to the mastered all enemies attack, or it may be that the mastered skill has a higher chance of debuffing or applying a negative state to the enemy. You can tell if that skill/spell is mastered or not by looking at how many times it's been used. If it's less than 60, it hasn't been mastered.
There are combos of technics that will result in a new even more powerful technic. This doesn't replace the old skill/spell, it gives a new one. This doesn't occur until both required technics reach 70 uses. The combos can be skill+skill, spell+spell, or skill+spell. So it's good planning to get the number of every spell and every skill up to 70. Some of these second generation technics, one that's gained from a combo, may also be part of another combo resulting in learning a new and even more powerful technic.
When a technic has been used 100 times, a bonus is granted. This bonus can be a permanent one for that player only, such as +4MDF, it can be for the whole party, such as +3AGI for all. The bonus can also be a temporary bonus, such as a full HP/MP restore for the party. Each technic has a unique bonus when reaching 100 uses and also if/when reaching 250 uses.
The guide gives you the available combos, so I don't feel right posting that here. Each combo technic does state the two technics it came from in its description.
It is absolutely to your advantage to use a variety of skills/spells to get them all up to at least 70 uses. I tend to take advantage of easy battles to use those technics I don't think are particularly valuable because the combo it leads to may be very valuable. Of course, when you are in a hard battle, just use what works best.
